President Bush and Secretary of State Condoleezza Rice meet with senior Saudi diplomats Sunday to discuss continuing violence between Israel and Hezbollah militants across the Lebanese border,[link widoczny dla zalogowanych]. That means Syria and Iran, which, the president says, have helped arm Hezbollah.
"Their actions threaten the entire Middle East, and stand in the way of resolving the current crisis and bringing lasting peace to this troubled region," he added.
President Bush continues to oppose a ceasefire that leaves Hezbollah in southern Lebanon,[link widoczny dla zalogowanych], where it could mount further attacks against Israel. Israel's offensive started when Hezbollah kidnapped two soldiers and killed eight in a July 12 raid into Israel. Mr. Bush says such a fragile ceasefire would ultimately result in more violence.

India's biggest state-run oil firm recently lost out to a Chinese company in a bid to acquire PetroKazakhstan - a Canadian oil company with substantial reserves in Central Asia. The deal underlined the growing competition between the two populous and rapidly growing Asian countries for oil and gas assets in other countries.
India's Oil and Natural Gas Corporation had reportedly put in the highest bid for PetroKazakhstan in the first round. But the deal swung in favor of China's National Petroleum Corporation, when it improved its offer to nearly $4.2 billion.
Disappointed officials from the Indian oil company say their bankers are assessing their options to see if they will be allowed to revise their bid.
The fierce competition for PetroKazakhstan underlines the urgency with which the two Asian giants, India and China,[link widoczny dla zalogowanych], are trying to secure energy supplies in other countries. The two need oil and other resources in ever-increasing amounts as their economies and populations surge.
Sukh Deo Muni,[link widoczny dla zalogowanych], co-author of the recently-published book India's Energy Security, says Chinese companies have the upper hand because they can clinch a deal at any cost,[link widoczny dla zalogowanych], whereas India's public sector firms are bound by rules to show a reasonable rate of return on investment. He says China is also freer to offer developing countries aid.
"China certainly has a much larger scope to maneuver itself into the market,[link widoczny dla zalogowanych]," he said. "Even in terms of granting financial assistance and developmental help,[link widoczny dla zalogowanych], China has a greater flexibility because they are not governed by the kind of financial rules and democratic accountability which India has to undergo."
Recently however there have been calls for the two countries to cooperate rather than compete in their search for new energy assets.
After losing the PetroKazakhstan bid,[link widoczny dla zalogowanych], India's oil minister, Mani Shankar Aiyer, said China and India needed to adopt a "collaborative approach" to prevent acquisition costs from climbing higher. He says he will visit Beijing in November to discuss the two countries mounting joint bids.
There have already been some signs of such cooperation. In Sudan,[link widoczny dla zalogowanych], India and China have invested in the same hydrocarbon exploration fields, with the Indians holding a smaller stake than the Chinese.
However, Mr. Muni feels that the prospects for such cooperation are limited.
"Collaboration cannot be a full answer because China is much ahead of India, and any country would like to have an independent access to energy,[link widoczny dla zalogowanych], and,[link widoczny dla zalogowanych], if China has a better control on energy in Asia, that gives China better influence on Asian affairs,[link widoczny dla zalogowanych]," he said.

"Starving the beast" is an American conservative political strategy that uses budget deficits to attempt to force future reductions in government expenditure, especially spending on socially progressive programs. The term "beast" refers to the government and the social programs it funds,[link widoczny dla zalogowanych], including publicly-funded health care, welfare, educational financial aid, and Social Security.
U.S. president-to be Ronald Reagan foreshadowed the strategy during a 1980 presidential debate with opponent John Anderson. "John tells us that first we've got to reduce spending before we can reduce taxes,[link widoczny dla zalogowanych]," Reagan said. "Well, if you've got a kid that's extravagant, you can lecture him all you want to about his extravagance. Or you can cut his allowance and achieve the same end much quicker." It seems the earliest reference to "starving the beast" in those words was made by former Reagan administration budget director David Stockman, who used the term in his 1986 book "The Triumph of Politics: Why the Reagan Revolution Failed."
Many are skeptical of the effects of Reagan's tax reduction policy. They argue that although it drastically reduced income taxes,[link widoczny dla zalogowanych], the Reagan administration ran up huge debts with its increased government spending. This is like a person who ends up a credit delinquent because he uses his credit cards to keep up his extravagant lifestyle after his allowance is cut. Anyway, despite its controversies the Reagan administration drew people's attention to the existence of the "beast." We can at least credit the administration with this.
Piles of data have poured in during recent parliamentary audits pointing out the extravagant practices of the government and public enterprises and public corporations. Some government officials wasted W64 million (US$1=W908) on an observation tour of Europe. When they came home they submitted a report of their tour which was actually a copy of a college student's paper that they downloaded from the Internet for W900. They were found to have engaged in all kinds of irregularities, including using their government credit cards to withdraw money and distribute it amongst themselves. Some public enterprises paid their employees W3.7 billion in performance bonuses even though they were in the black for the amount of just W2.8 billion. The employees of some other public corporations went to a foreign country under the pretext of attending an international forum that had ended 15 days earlier and spent their time on a holiday tour.
The evidence shows that nothing has changed despite the repeated warnings given during every audit by the National Assembly or by the Board of Audit and Inspection. The "beasts" are hard of hearing, no matter how strongly the National Assembly and the press stress moral hazards and public servants' ethics. It seems that there is nothing humans can do about such 'God-given job' holders.
Economist James M. Buchanan, the winner of the 1986 Nobel Prize in economics,[link widoczny dla zalogowanych], said that although they talk about the public interest,[link widoczny dla zalogowanych], politicians and government employees, just like ordinary people,[link widoczny dla zalogowanych], are only trying to maximize their own private interests. The public sector is ceaselessly trying to expand and secure more money simply because it is looking after its own interests rather than the public good. The bloating of the public sector is more serious than the fact that public officials play golf and do nothing during their official overseas trips.
The public sector is inherently inefficient and unproductive. It is a thief of tax dollars. Unlike private enterprises,[link widoczny dla zalogowanych], public corporations don't need to compete to win customers. They make little effort to enhance their productivity or efficiency because they are not afraid of being driven out of the market. They can make up for any deficits with taxpayers' money. The pursuit of private interests by private enterprises eventually contributes to the public good, but the public sector's pursuit of private interests only ends up damaging the economy. Nonetheless,[link widoczny dla zalogowanych], the incumbent government has increased the number of government employees in defiance of public opinion, saying they don't care about a bigger government. The government has also buried its privatization plan for public corporations in oblivion. It has given up even a minimum attempt to tame the beast.
Meanwhile the Seoul city government has cut a conspicuous figure with a new restructuring plan to slash its staff by 1,[link widoczny dla zalogowanych],300, more than 10 percent of its total,[link widoczny dla zalogowanych], by 2010. The city government's plan looks promising,[link widoczny dla zalogowanych], given its goal towards a small but efficient government and its concrete personnel reduction program. Their plan may face strong resistance or need some improvements while it's being implemented. But the city government's intention to tame the beast is highly commendable in itself. We hope that the Seoul city government's public sector reform program won't end up merely another tempest in a teacup.

GM Daewoo has posted an operating surplus for the first time since the ailing Korean carmaker Daewoo was taken over by American auto giant GM five years ago. Amid recent racial turmoil in France and Australia and rising concern about immigrants worldwide, Gallup International conducted a survey of 55,000 people in 70 countries to mark the UN's proclamation of Dec. 18 as International Migrant��s Day. It found a global tendency to be wary of outsiders, as some 47 percent of respondents did not want foreigners to immigrate to their countries, while 43 percent did.
However, the percentage differed remarkably from continent to continent. A substantial majority in Africa (63 percent),[link widoczny dla zalogowanych], Asia (56 percent),[link widoczny dla zalogowanych], and North America (54 percent) felt positively about immigration, while the majority in the Middle East (67 percent), Eastern Europe (61 percent), and Central and South America (53 percent),[link widoczny dla zalogowanych], and some 50 percent in Western Europe were against immigrants.
In the U.S., the most favored destination of migrants, 51 percent said yes to immigrants,[link widoczny dla zalogowanych], and while 44 percent said no.
